I applied early, end of august/early september and was accepted two weeks later. I also got in to MSU, and CMU and could have gotten into U of M if I applied there (I did not). Offered a little better scholarship at CMU than GVSU, but liked GVSU more (no offense Chippewas). My stats were 3.8 GPA and 29 ACT and a decent amount of extra-curriculars. You do not need to get those stats to get in to GV. I would say the minimum would be around a 20/21 ACT and 3.0. You could get in with lower than a 3.0 but it would have to be a low application year (like past two years) or have a high ACT. I used to work in admissions so I know what they look for in applicants. Furthermore, apply early (September) and some years it is harder to get into GVSU than others (my year of 2007 was the hardest).

In order to get into my university I just studied hard in high school with a near perfect GPA and a fairly decent ACT score which allowed me to receive scholarships from the school itself. I wasn't incredibly involved in high school so don't worry too much about that as long as you were involved. However, that was 3 years ago and it seems it's getting more and more competitive so take this as it is. Take time to fill out the application and get it in early or well on time!
